We just finished up a weighted content setting that can be applied to ajax modules and page load widgets. You can set weight and display by role options and set hide/show transition effects and duration on the module type.
To see a good demo of it see the homepage of WePayOnline, it is set to rotate every 15 seconds and uses several of the JQuery UI effects.
The functionality could also be used with the JQuery easing plugin with a few tweaks I think.
